BRUSSELS (AP) ? Finance ministers from the 17 European Union countries that use the euro are trying to hammer out a deal Monday in Brussels on the next installment of bailout money for struggling Greece.

The ministers have failed twice in the last two weeks to reach an agreement to release some ?44 billion ($56.8 billion) for the cash-strapped country.

Greece is living on borrowed time ? it still owes money it was supposed to repay last week.

On his way into the meeting, Olli Rehn, the EU's top financial official, said it was important for the ministers and the International Monetary Fund to agree on a deal. Distributing the next batch of loans was essential, he said, "in order to end the uncertainty that's still hanging over Greece. It's important for Greece, important for Europe."

"I want to encourage all the euro area member states and the IMF to go the last mile to find an agreement ? in fact to go the last centimeter, because we are so close," Rehn said. "Greece has delivered. Now it is the delivery time for the eurogroup and the IMF."

The so-called troika of the European Central Bank, IMF and the European Commission, which is the 27-country EU's executive arm, have twice agreed to bail out Greece, pledging a total of ?240 billion in rescue loans. In return for its bailout loans, Greece has had to impose several rounds of austerity measures and submit its economy to scrutiny.

Greece's fortunes are inextricably tied to the rest of the eurozone. Without the bailout funds that have been keeping it afloat since May 2010, the country would default and could end up having to leave the eurozone. This could have a domino effect on other financially troubled eurozone nations.

Greek Finance Minister Yannis Stournaras said action needed to be taken.

"Greece has fully delivered its part to the agreement, so we expect our partners to deliver their part, too, and I am sure we will find a mutually beneficial solution," he said.

But the prospect of yet another batch of bailout money left some ordinary Greeks unimpressed.

"Did we get anything from any of the previous loan installments?" asked Eleni Myronidou, a retiree in Athens. "Did the people get anything? The banks did. It's all about the banks. Nothing for the people. They should be ashamed of themselves. They should be ashamed."

Greece is unlikely to complete its program of budget cuts and reforms by 2014. For this reason, it is likely to be given an additional two years by the troika. But that extension will cost several billion more, and it is disagreements over how to fund this that have stopped Greece from getting its money.

Several proposals have been floated as ways to plug the financial hole. These include reducing the interest rate Greece pays on its loans from euro partners, lenders such as the ECB giving up interest or profit on their loans, a debt buyback that would reduce the country's burden in the long term, and debt forgiveness by some other countries in the eurozone.

But most of those solutions involved dipping once again into the pockets of taxpayers ? something that has become increasingly unpalatable politically.

"There have been disputes in recent weeks among the members of the troika," said Craig Erlam, an analyst at Alpari. "However these are expected to be resolved today, meaning Greece will finally receive the next bailout payment. If not, Greece could run out of money in the coming days, the consequences of which could be disastrous for the eurozone."

The troika partners disagree on whether Greece should be given an extra two years, to 2022, to bring its debt down to 120 percent of gross domestic product from the 176 percent forecast for this year. The IMF has resisted such an extension.

The ministers hope to reach a political agreement Monday. That agreement will have to be submitted to national parliaments in some countries. After that, the finance ministers plan to hold another meeting, either in person or by telephone, to give final approval to the disbursement.

German Finance Minister Wolfgang Schaeuble ruled out a public-sector debt write-off, and said other eurozone member countries had taken the same position.

But he said he was optimistic about the talks.

"We will find a solution, I am very confident of that," Schaeuble said.

ElBaradei warns of Egypt turmoil from Morsi decree

CAIRO (AP) ? Prominent Egyptian democracy advocate Mohammed ElBaradei warned Saturday of increasing turmoil that could potentially lead to the military stepping in unless the Islamist president rescinds his new, near absolute powers, as the country's long fragmented opposition sought to unite and rally new protests.

Egypt's liberal and secular forces ? long divided, weakened and uncertain amid the rise of Islamist parties to power ? are seeking to rally themselves in response to the decrees issued this week by President Mohammed Morsi. The president granted himself sweeping powers to "protect the revolution" and made himself immune to judicial oversight.

The judiciary, which was the main target of Morsi's edicts, pushed back Saturday. The country's highest body of judges, the Supreme Judical Council, called his decrees an "unprecedented assault." Courts in the Mediterranean city of Alexandria announced a work suspension until the decrees are lifted.

Outside the high court building in Cairo, several hundred demonstrators rallied against Morsi, chanting, "Leave! Leave!" echoing the slogan used against former leader Hosni Mubarak in last year's uprising that ousted him. Police fired tear gas to disperse a crowd of young men who were shooting flares outside the court.

The edicts issued Wednesday have galvanized anger brewing against Morsi and the Muslim Brotherhood, from which he hails, ever since he took office in June as Egypt's first freely elected president. Critics accuse the Brotherhood ? which has dominated elections the past year ? and other Islamists of monopolizing power and doing little to bring real reform or address Egypt's mounting economic and security woes.

Oppositon groups have called for new nationwide rallies Tuesday ? and the Muslim Brotherhood has called for rallies supporting Morsi the same day, setting the stage for new violence.

Morsi supporters counter that the edicts were necessary to prevent the courts, which already dissolved the elected lower house of parliament, from further holding up moves to stability by disbanding the assembly writing the new constitution, as judges were considering doing. Like parliament was, the assembly is dominated by Islamists. Morsi accuses Mubarak loyalists in the judiciary of seeking to thwart the revolution's goals and barred the judiciary from disbanding the constitutional assembly or parliament's upper house.

In an interview with a handful of journalists, including The Associated Press, Nobel Peace laureate ElBaradei raised alarm over the impact of Morsi's rulings, saying he had become "a new pharaoh."

"There is a good deal of anger, chaos, confusion. Violence is spreading to many places and state authority is starting to erode slowly," he said. "We hope that we can manage to do a smooth transition without plunging the country into a cycle of violence. But I don't see this happening without Mr. Morsi rescinding all of this."

Speaking of Egypt's powerful military, ElBaradei said, "I am sure they are as worried as everyone else. You cannot exclude that the army will intervene to restore law and order" if the situation gets out of hand.

But anti-Morsi factions are chronically divided, with revolutionary youth activists, new liberal political parties that have struggled to build a public base and figures from the Mubarak era, all of whom distrust each other. The judiciary is also an uncomfortable cause for some to back, since it includes many Mubarak appointees who even Morsi opponents criticize as too tied to the old regime.

Opponents say the edicts gave Morsi near dictatorial powers, neutering the judiciary when he already holds both executive and legislative powers. One of his most controversial edicts gave him the right to take any steps to stop "threats to the revolution," vague wording that activists say harkens back to Mubarak-era emergency laws.

Tens of thousands of people took to the streets in nationwide protests on Friday, sparking clashes between anti-and pro-Morsi crowds in several cities that left more than 200 people wounded.

On Saturday, new clashed broke out in the southern city of Assiut. Morsi opponents and members of the Muslim Brotherhood swung sticks and threw stones at each other outside the offices of the Brotherhood's political party, leaving at least seven injured.

ElBaradei and a six other prominent liberal leaders have announced the formation of a National Salvation Front aimed at rallying all non-Islamist groups together to force Morsi to rescind his edicts.

The National Salvation Front leadership includes several who ran against Morsi in this year's presidential race ? Hamdeen Sabahi, who finished a close third, former foreign minister Amr Moussa and moderate Islamist Abdel-Moneim Aboul-Fotouh. ElBaradei says the group is also pushing for the creation of a new constitutional assembly and a unity government.

ElBaradei said it would be a long process to persuade Morsi that he "cannot get away with murder."

"There is no middle ground, no dialogue before he rescinds this declaration. There is no room for dialogue until then."

The grouping seems to represent a newly assertive political foray by ElBaradei, the former chief of the U.N. nuclear watchdog agency. ElBaradei returned to Egypt in the year before Mubarak's fall, speaking out against his rule, and was influential with many of the youth groups that launched the anti-Mubarak revolution.

But since Mubarak's fall, he has been criticized by some as too Westernized, elite and Hamlet-ish, reluctant to fully assert himself as an opposition leader.

The Brotherhood's Freedom and Justice political party, once headed by Morsi, said Saturday in a statement that the president's decision protects the revolution against former regime figures who have tried to erode elected institutions and were threatening to dissolve the constitutional assembly.

The Brotherhood warned in another statement that there were forces trying to overthrow the elected president in order to return to power. It said Morsi has a mandate to lead, having defeated one of Mubarak's former prime ministers this summer in a closely contested election.

Morsi's edicts also removed Abdel-Meguid Mahmoud, the prosecutor general first appointed by Mubarak, who many Egyptians accused of not prosecuting former regime figures strongly enough.

Speaking to a gathering of judges cheering support for him at the high court building in Cairo, Mahmoud warned of a "vicious campaign" against state institutions. He also said judicial authorities are looking into the legality of the decision to remove him ? setting up a Catch-22 of legitimacy, since under Morsi's decree, the courts cannot overturn any of his decisions.

"I thank you for your support of judicial independence," he told the judges.

"Morsi will have to reverse his decision to avoid the anger of the people," said Ahmed Badrawy, a labor ministry employee protesting at the courthouse. "We do not want to have an Iranian system here," he added, referring to fears that hardcore Islamists may try to turn Egypt into a theocracy.

Several hundred protesters remained in Cairo's Tahrir Square Saturday, where a number of tents have been erected in a sit-in following nearly a week of clashes with riot police.

That translates to a fantastic fuel consumption rating of just 3.6 litres per 100km. The 1,597cc turbodiesel is only available with a 6 speed manual gearbox. Power output is 120 PS at 4,000rpm and 300Nm of torque at 2,000rpm.

The 1.6 litre i-DTEC engine will also be installed in the Honda CR-V soon.

Race even, but Obama holds slight edge in key states: Reuters/Ipsos poll

WASHINGTON (Reuters) - President Barack Obama and Republican Mitt Romney are dead even on a national level but Obama holds a slight edge in three of the most hotly contested states in Tuesday's election, according to a Reuters/Ipsos poll released on Friday.

Obama leads Romney among likely voters by a margin of 3 percentage points in Virginia and 2 percentage points in Ohio and Florida, the online tracking poll found.

None of the polls indicates a clear lead for Obama because each falls within the survey's credibility interval, a tool used to account for statistical variation in Internet-based polls.

The two candidates are tied in Colorado, the tracking poll showed.

Nationwide, they are tied at 46 percent each. Neither candidate has held a clear lead in the four-day national tracking poll since early October.

But the national poll may be less relevant at this point because Tuesday's election will be won or lost in the eight or nine states that remain truly competitive.

Collectively, the state polls indicate that Obama holds a slight advantage in the state-by-state battle to rack up the 270 electoral votes needed to control the White House.

Voters seem to share this assessment. Regardless of who they personally support, some 52 percent said they expect Obama to emerge the victor in the election, while 32 said they thought Romney would win.

Because many of the largest states are considered a shoo-in for Obama, Romney needs to win most of the nine or so states that are considered to be truly competitive in the election.

Obama holds his greatest advantage in Virginia, a state that was considered reliably Republican until the 2008 election. Obama leads Romney 48 percent to 45 percent there, just within the poll's credibility margin of 3.4 percentage points.

Romney will have a hard time winning the White House if he does not carry Ohio. Obama leads there by 47 percent to 45 percent.

Romney until recently held a narrow advantage in Florida. Now Obama leads by 48 percent to 46 percent.

In Colorado, the two candidates are tied among likely voters at 46 percent each.

Among all registered voters, Romney leads in Colorado and Obama leads in the other three states.

Early voting playing a greater role this year than in previous races, and 27 percent of those surveyed nationwide said they had already cast their ballots. Obama led Romney among this group by 51 percent to 44 percent, a statistically significant margin.

In Colorado, 60 percent of those surveyed said they had already voted. Obama led this group by 51 percent to 43 percent.

Obama led Romney by 52 percent to 45 percent among early voters in Florida, where 38 percent said they had already cast their ballots.

One-third of those surveyed in Ohio said they had already voted, and Obama led by 59 percent to 35 percent.

Early voting is playing a less prominent role in Virginia, where only 10 percent said they had already cast their ballots. Obama led Romney by 51 percent to 45 percent, a statistically insignificant margin given the small sample size.

Democratic candidates led in the three states of the four states surveyed where a Senate seat was in play.

Democrat Tim Kaine led Republican George Allen by 47 percent to 44 percent in Virginia, while in Ohio Democratic Senator Sherrod Brown led Republican Josh Mandel by 50 percent to 42 percent. In Florida, Democratic Senator Bill Nelson led Republican Connie Mack by 53 percent to 41 percent.

Fuel shortage means gridlock in lines for gasoline

NEW YORK (AP) ? When it came to fuel supplies and patience, the New York metro area was running close to empty Friday.

From storm-scarred New Jersey to parts of Connecticut, a widespread lack of gasoline or electricity to pump it brought grousing, gridlock and worse, compounding frustrations as millions of Americans struggled to return to normal days after Superstorm Sandy. A man pulled a gun in one gas-line fracas that led to an arrest.

Lines of cars, and in many places queues of people on foot carrying bright red jerry cans for generators, waited for hours for the precious fuel. And those were the lucky ones. Other customers gave up after finding only closed stations or dry pumps marked with yellow tape or "No Gas" signs.

"EMPTY!" declared the red-type headline dominating the New York Daily News' front page.

"I drove around last night and couldn't find anything," said a relieved Kwabena Sintim-Misa as he finally prepared to fill up Friday morning in Fort Lee, N.J., near the George Washington Bridge, where the wait in line lasted three hours.

Arlend Pierre-Louis of Elmont, on Long Island, said he awoke at 4:30 a.m. to try to get gas.

When he finally found some ? "the one working pump in Elmont" ? the line was so long he gave up and returned to his home, which still has no light or hot water.

At a Hess gas station in the Gowanus section of Brooklyn, the 10-block line caused confusion among passing drivers.

"There's been a little screaming, a little yelling. And I saw one guy banging on the hood of a car," said Vince Levine, who got in line in his van at 5 a.m. and was still waiting at 8 a.m. "But mostly it's been OK."

While the snaking lines and frayed nerves revived memories for some of the crippling Arab oil embargo of the 1970s, a cabdriver stuck in a 17-block line at a Manhattan station remained philosophical.

"I don't blame anybody," said Harum Prince. "God, he knows why he brought this storm."

Many tried to heed Mayor Michael Bloomberg's admonition to "have some patience" as the stricken metro area recovers from the unprecedented storm that upended daily life with power outages, food shortages and other frustrations besides lack of fuel.

But tempers boiled over in some places.

Arguments in gas station queues in New York's Queens borough and in Pelham led to arrests, authorities said. In the first case, a man pulled a gun, and in the second police confiscated a box cutter. No one was hurt.

Power outages that lingered across the region prevented some gas stations that had fuel from being able to pump it, officials said. But fuel supplies themselves were badly disrupted by the storm.

Sandy damaged ports that accept fuel tankers and flooded underground equipment that sends fuel through pipelines. Without power, fuel terminals can't pump gasoline onto tanker trucks, and gas stations can't pump fuel into customers' cars.

The Port of New York and New Jersey was slowly starting to accept tankers, but some cargo was being diverted to the Port of Virginia. Federal requirements for low-smog gasoline have been lifted, and fuel trucks are on their way to the area.

Officials said they were working to speed the flow of fuel.

On Friday, Homeland Security Secretary Janet Napolitano temporarily waived a maritime rule to allow foreign oil tankers coming from the Gulf of Mexico to enter Northeastern ports. The action, she said, would "remove a potential obstacle to bringing additional fuel to the storm-damaged region."

New York Gov. Andrew Cuomo, meanwhile, signed an executive order waiving the state's requirement that fuel tankers register and pay a tax before unloading.

Tankers, he said Friday, are now making "great progress" delivering fuel to distribution centers.

"No reason to panic," the governor urged.

Bloomberg told reporters Friday that the gas-supply issues "are starting to be alleviated" through the temporary regulatory fixes and other developments. He noted a plan is in place to ensure that police, fire and other emergency vehicles have the fuel they need. Buses, including school buses, are also a priority.

"But the bottom line is that the gasoline system is getting back on its feet," he said.

Delays due to storms, the mayor added, "have happened before. They spring up very quickly, and they go away very quickly. We basically have a supply system ? as it comes in we use it. If it stops coming in, we're in trouble."

But keeping perspective could be a challenge as the gas lines lengthened.

Many service centers along the Garden State Parkway and the New Jersey Turnpike were so full that cars trying to pass at highway speeds sometimes had to swerve to avoid them.

One New Jersey town, Belleville, passed an emergency ordinance that rations gas: Effective Monday, people with odd numbered license plates (or driver's licenses for individuals filling gas containers) will only be allowed to get gas on odd-numbered days; even-numbered plates on even-numbered days.

In Connecticut, traffic jams created by New Yorkers exiting from Interstate 95 to take advantage of the stations that were open were "making it difficult for everybody," said Greenwich police Lt. Kraig Gray.

Police monitored lines in many places, including a Hess station in Fort Lee, N.J., where an officer was seen ordering a man out of line after sneaking in from a side street.

Among those waiting there, Kenneth Kelly of Englewood Cliffs took it all in stride.

"It ain't that bad. I could be in Queens," he said, referring to the confrontations there. "I've seen a lot of bad in my life, people getting sick and things like that. This is what I call an inconvenience. Now, losing something like a house, that would be bad."

In their memory, the PG staff will throw a benefit party for the Lymphoma & Leukemia Society Sunday, Nov. 4 at The Swiss in Tacoma.

A silent auction will begin at 3 p.m.? The Ben Potter Band and Poodle Bomb will perform beginning at 6 p.m. A raffle will be held through the party, which end at 10 p.m.
